A lot of coincidences pointed to him, he said, but they were circumstantial. It seemed so beyond comprehension that I was afraid if I start repeating all these stories&#8211;Chirst! They could hang him on a story and I don&#8217;t want to tell them the wrong thing. This went on to probably nine o&#8217;clock at night. Nothing happened and we all parted ways.</p>
<p>&#8220;Leigh once told me he was at a Fosters Freeze in Vallejo. He was out of school and a couple of kids were teasing him about his new pair of tennis shoes. Before it was through they ended up in some kind of scuffle. Coincidentally police held it against him because the kid reported it and later on it turned out this was the kid killed up at Berryessa. He told me it was stuff like that that was getting him in trouble.Leigh was a pretty good-sized guy.</p>
<p>He started one of those, &#8216;You know how you get a guy down when you throw a punch at him?&#8217; &#8216;Not really, Leigh.&#8217; &#8216;Pretend like you&#8217;re going to hit me.&#8217; &#8216;Leigh, I don&#8217;t want to hit you.&#8217; &#8216;No. Just pretend. Just stick your arm out.&#8217; &#8216;OK, get it over with, whatever you&#8217;re going to show me.&#8217; I went to put my arm out and within a blink of an eye, I&#8217;m on my back and he&#8217;s got his knee in my chest. I didn&#8217;t think a big fat guy could move that quick.</p>
<p>I had no idea how capable he was. It was shocking, because of his stature, other than being big and strong, he wasn&#8217;t an athlete. To perform a move like that, to make it so rapid and smooth&#8211;there was no sensation of being thrown down. He just did like you were a feather.</p>
<p>&#8220;Old Leigh came into work one day after college. &#8216;This morning on the way back.&#8217; he said, &#8216;I stopped by a place and checked it out. I was wandering around this house they were building and in this window sill was this unusual old gray J.C. Penny radio from the fifties.&#8217; Boy that really opened my eyes! That was my radio I had when I was a little kid and we had it in the window of the house. I realized that he had bee out to the house my wife and I were building just off the front kitchen window of our family home. My mom was home constantly in the kitchen. We also had a dog, a collie, that was pretty vocal. He didn&#8217;t miss anything and somehow Leigh had come out there and made this visit and my mom didn&#8217;t see him and the dog never barked.&#8221;</p>

			<content:encoded><![CDATA[<p><strong>FRIDAY, MARCH 14, 1975</strong></p>
<p><strong>LEIGH</strong> arrived at Atascadero and began serving his sentence. Back in 1969 he had shown his sister-in-law several pages of handprinted legal terminology and cryptograms. &#8220;They pertain toa person who had been committed to Atascadero State Hospital for molesting a child,&#8221; he had said. &#8220;This is the work of  an insane person.&#8221; Leigh had been prescient, for he was now in that very situation. Meanwhile, all Zodiac-type attacks, sightings, and letters ceased. That inactivity from Zodiac was extraordinarily telling.</p>
<p>Only the investigation continued, grinding slowly, but exceedingly fine. The old clock in the Homicide room in San Francisco ticked on as if measuring off three years as slowly as it could.</p>
<p>Meanwhile, Allen&#8217; friend, Jim, was trouble. &#8220;Leigh called me at work one night,&#8221; he told me later, &#8220;I felt sorry for him so I would listen. That&#8217;s why he thought I was his buddy. &#8216;I have to go to jail.&#8217; he said. &#8216;I need to come down and talk to you. I have some unfinished business, something I want to get off my chest. I want you to be by yourself, and I want you to wait for me after work.&#8217;I thought, &#8216;Good grief, this is weird. All these stories are flying around. I don&#8217;t know if I really want to meet him after work alone.&#8217; But I told him I&#8217;d wait for him. After work and a couple of beers, he&#8217;d go through his two-hour dissertation.</p>
<p>Another kid was working with me, Paul Blakesly. So I told Paul, &#8216;You know, old Leigh wants to come down and see me by myself, and I don&#8217;t really trust him. I don&#8217;t know what he&#8217;s got up his sleeve, so would you hang around and break a beer with me and we&#8217;ll wait for him.&#8217; So we laid a couple of club-like things around the store just in case. Old Leigh comes down and, of course, he looked like hell. His eyes were all red, and he had a little stubble all over his face. He had been crying his guts out. He wanted to spill the beans&#8211;that he was being investigated for the Zodiac thing when they&#8217; picked him up again.</p>

			<content:encoded><![CDATA[<p style="text-align: left;">the D.A. refuses to file charges against ALLEN, Vallejo Police Department will close it&#8217;s investigation on the &#8216;ZODIAC&#8217; case. Vallejo has requested no further assistance on this case, and it is therefore recommended that this case be closed at this time.&#8221; The FBI, on noting the death of Arthur Leigh Allen, said in a final report, The San Francisco case be closed at this time&#8230;&#8221;</p>
<p style="text-align: left;">But who was that first tipster, the one alerted Lynch so many times in 1969? &#8220;I got that <em>tip by letter,&#8221; </em>Lynch told me without thinking the last time I saw him. In the absence of that anonymous tip, Allen wouldn&#8217;t have been a suspect until 1971. The Vallejo P.D. suspected that Allen&#8217;s own brother or sister-in-law had turned him into the police as a Zodiac suspect. They did later on. &#8220;Lynch told me he was tipped to Allen more than once, maybe three times, by some woman,&#8221; I told Toschi &#8220;She was calling up and tipping him. So I&#8217;m thinking it&#8217;s possibly the sister-in-law.&#8221;</p>
<p style="text-align: left;">&#8220;You&#8217;re reading my mind,&#8221; said Toschi. &#8220;I&#8217;m thinking it&#8217;s Karen too.&#8221;</p>
<p style="text-align: left;">If Allen had not died, the saga of Zodiac would have had a different ending.</p>
<p style="text-align: left;">On tuesday, March 24, 1992, upon his return from Germany and shortly before Leigh Allen&#8217;s death, George Bawart conducted an important interview.</p>
<p style="text-align: left;">&#8220;What I&#8217;m referring to is where I am finally able to recontact victim Mike Mageau,&#8221; he told me, &#8220;and I show him a six photo spread. It included Harvey Hines&#8217;s suspect. I had a picture of Arthur Leigh Allen in there; the rest where not INS, NIS and CHP officers, they were just fillers. My wife Jan was down in L.A. at the time for a company she was working for. I had to meet with Mike Mageau at some point in time, so I dovetailed this when she was down there for a week. I visited with her while I was there, stayed at the same hotel room, and saved the city some money. Now this is some twenty years after the Blue Rock Springs thing, so I&#8217;m not real hyped up about meeting Michael Mageau and showing him this photo spread. I&#8217;ll tell you how much credence I took to it &#8211; normally if I went down to an airport, I&#8217;d get ahold of airport security. They&#8217;d give me an office and I&#8217;d sit there and talk to the witness and show &#8216;em a photo spread. I thought so little of this, I was going to be there about ten minutes, that I just located him and found a small corner of the airport.</p>
<p style="text-align: left;">&#8220;There were people milling around and everything, but it was fairly quiet. And that&#8217;s why I showed him this lineup. &#8216;Cause I just knew that he&#8217;d look at this lineup and say &#8216;There&#8217;s nobody in there that I recognize.&#8217; Well, I pulled this lineup out and they were driver&#8217;s license pictures from 1967 or &#8217;68. Anyway they were of Arthur Leigh Allen and of &#8216;Larry Kane&#8217; and fillers, all fat-faces people. And these were old-style photos. They were black and white. You got them from DMV in those days. These were blown up larger than a regular license picture. A regular license picture is about maybe an inch and a half square. They were not huge pictures, but they were fairly large pictures.</p>
<p style="text-align: left;">&#8220;I give Mageau the lineup admonishment, &#8216;Just because I&#8217;m showing you pictures, you don&#8217;t have to identify anyone as the responsible, he may not be in here &#8212; blah, blah, blah.&#8217; So I hand him them.</p>
<p style="text-align: left;">&#8220;He looks at them for twenty , thirty seconds. Points to Arthur Leigh Allen and says, &#8216;That&#8217;s the man! That&#8217;s the man who shot me at Blue Rock Springs!&#8217;</p>
<p style="text-align: left;">&#8220;I was absolutely flabbergasted that he picked out Arthur Leigh Allen. I didn&#8217;t expect him to pick out anybody at all!&#8221;</p>
<p style="text-align: left;">to Ted Turner. &#8220;It was a tough decision,&#8221; Panzarella told me, &#8220;to give up a library which not only included <em>Citizen Kane, </em>and other beloved films, but <em>The Most Dangerous Game.</em>&#8221; The movie obsessed Zodiac would have appreciated the irony.</p>
<p style="text-align: left;">By May 2002, SFPD was reeling from a blistering expose in the <em>Chronicle. </em>Reporters David Parrish and Jaxon Van Derbeken&#8217;s three-part investigation was headlined: &#8220;SFPD LAST IN SOLVING VIOLENT CRIME. Inspectors function  in flawed system.&#8221; The SFPD ranked last among the nation&#8217;s biggest city police forces, on average solving only 28 percent of violent crimes between 1996 and 2000 &#8211; the lowest violent crime &#8220;clearance rate,&#8221; among the nation&#8217;s twenty largest cities. The series spotlighted murder cases in which investigators failed to interview key witnesses, left vital leads unpursued and lost critical evidence.</p>
<p style="text-align: left;">As the Board of Supervisors moved to create an investigative panel, the SFPD was under fire. Buried beneath an avalanche of new cases, the current inspector on the Zodiac case took the unusual step of attempting to clear a suspect developed by their predecessors over thirty years earlier. They set out to prove by DNA that Arthur Leigh Allen, convicted child molester, was Zodiac. But the letters (kept in an old cardboard box from 1969 until May 14, 1981 , when SFPD inspector James Deasy drove them to Sacramento) had never been refrigerated to preserve DNA. It&#8217;s hard to believe any had survived. Years later they returned.</p>
<p style="text-align: left;">In June 2000, Dr. Cunde Holt, a criminalistics supervisor, had been hired to oversee the SFPD&#8217;s DNA lab. Her three-person team, she said, barely had the finances to investigate outstanding recent crimes that had occurred before the use of DNA-typing technology. The best lab in the region, in Berkeley, refused to process it&#8217;s DNA findings. Though that facility had opened nine years earlier, no San Francisco case had ever had a &#8220;cold hit.&#8221; The reason was simple, Dr. Holt told the <em>Examiner</em>. Cases weren&#8217;t sent because the Berkeley DOJ&#8217;s Convicted Felon Databank only accepts DNA profiles from accredited labs, which SFPD&#8217;s was not.</p>
<p style="text-align: left;">Dr. Holt told the media that she was able to replicate a DNA sample (saliva traces beneath a stamp on a bonafide Zodiac letter large enough  to test a &#8220;partial print of DNA.&#8221; On October 15, 2002, the <em>Chronicle </em>reported:&#8221;DNA seems to clear only Zodiac suspect.&#8221; But, said detectives, &#8216;it is not enough at this time to submit [to DNA databases], but other new evidence may yield more usable DNA within weeks or months.&#8221; They seemed intent upon clearing Allen though he had known and stalked many of the victims, been placed at the crime scenes and had been identified by surviving witnesses. The point that was the inability to match him to the letters was the <em>only</em> reason Allen had not been arrested as Zodiac &#8211; witness the investigation of the German Hippie, the tall, black-haired young man, and the deceased art teacher as possible letter writers. &#8220;I&#8217;ve always wondered if there wasn&#8217;t more than one person involved,&#8221; I told the <em>Chronicle, </em>&#8220;someone running interference for Allen. It&#8217;s what make the Zodiac case one of the great mysteries of all times.&#8221; Stirring up people, getting things accomplished, making a difference, isn&#8217;t that what books should be about? plain person, other than he gave us the creeps. And he obviously followed us and obviously watched us. I remember his face as being square, all sides symmetrical. I don&#8217;t remember him at all being pudgy, just compact . . .stocky, solid. The minute you mentioned the suspect was a swimmer, that felt so right about his body type. I wouldn&#8217;t say he had a limp, but he favored one leg when he walked. He was clean-cut, nice looking and wearing dark-blue pants, pleated like suit pants, and a black sweatshirt with short sleeves, knitted at the ends.&#8221; Fouke had seen Zodiac wearing brown pleated pants.</p>
<p style="text-align: left;">The women estimated the man to be six feet to six feet two inches tall and between 200 and 230 pounds. Hartnell thought Zodiac weighed between 225 and 250 pounds. &#8220;I dont know how tall Zodiac was,&#8221; he told me, &#8220;maybe . . .six feet somewhere in there. I&#8217;m a pretty poor judge of height because of my own height . . .He was a sloppy dresser.&#8221; Allen, then thirty-five, stood six feet and weighed between 200 to 230 pounds. &#8220;I would say older than thirty-five &#8211; middle thirties ,&#8221;Lorna said. &#8220;He was clean-cut and had hair that was too perfect.&#8221;</p>
<p style="text-align: left;">&#8220;You mentioned his shirttail was hanging out,&#8221; I said, &#8220;and I realized how inconsistent that was with neatly parted hair.&#8221;</p>
<p style="text-align: left;">&#8220;I know&#8221; Lorna replied, &#8220;and it was exactly parted and combed and probably was a wig in such a breezy place. Other than in the gas station, I don&#8217;t remember any other people up there. I think the only reason we were safe is that we faced a marina. There was no activity, but there were mobile homes and boats at least parked there. We felt like there were people around, but I dont think we saw people. There were none in the beach. We were the only ones-none on the parking area. none on the road.&#8221;</p>
<p style="text-align: left;">At 3:50 P.M., the women looked up. The stranger was gone. When the didn&#8217;t see him again, they waited almost forty minutes to be sure it was safe. &#8220;At one point he disappeared and at that point we made a run for a car,&#8221; Lorna told me. &#8220;When we got to the car, Bryan and Cece&#8217;s car was park behind ours. They were directly around the corner from us probably with in three hundred yards. Later we were in one little cove and they were right around the corner. We didn&#8217;t know it at the time, but the car was parked right by ours. Cecelia and I maybe four or five rooms apart [at PUC] on the same dorm floor. She was our floor monitor. We weren&#8217;t close friends but i knew her well. She mann Ghia. Aerial police photos shot from a fixed wing aircraft eerily marked his path, each step covered over with a little cardboard box. As I studied the secluded lake, I realized I had under estimated how few people were visiting Lake Berryessa that terrible day. There had been virtually no one around. Zodiac had to have been without his hood.</p>
<p style="text-align: left;">Here&#8217;s who was at the lake: Bryan Hartnell and Cecilia Shepard (the victims), Park rangers Dennis Land and Sergeant William White (both in patrol car three miles away when the call came in), Ronald Henry Fong of San Francisco and his son on the lake fishing (who saw the couple and rowed for help), Archie and Beth White at Rancho Monticello (who arrived at the crime scene with White and Fong by boat, Land drove the scene from park Headquarters), Cindy, a waitress, a patron at Moskowite Corners, and a father and two young boys across the lake shooting BB-guns. They were all removed from the scene. At the scene were Dr. Clifton Rayfield and his son, David, three PUC college girls, and stocky man who walk oddly.</p>
<p style="text-align: left;">Originally I had discounted a description of a heavyset man at the lake because he had dark hair and Zodiac did not. That had been reinforced two weeks later when Officer Fouke described Zodiac as blondish, balding, and &#8220;graying in back.&#8221; An anonymous typewritten letter on Eaton Bond (like the Zodiac letters) sent to the <em>Chronicle</em> and bearing an FDR stamp read:</p>
<p style="text-align: left;">&#8220;Dear Sir: With the popularity of hair pieces today it would be a logical masquerade to remove whatever was the usual hair style if the Zodiac killer intended to strike. It would be normal to resume the hairstyle he usually appeared in for daily appearances. To illustrate my point, I have cut the hair styling from the picture of the victim [Cecilia Shepard], and superimposed it on the composite . . .Anything to help. I would as soon remain anonymous.&#8221;</p>
<p style="text-align: left;">Had Zodiac as far back as 1970 been telling us (as he mentioned a Zodiac watch) that he had worn a wig at Berryessa? Now I recalled Hartnell had gotten a sense of that before he was stabbed. &#8220;I remember a kind of greasy forehead,&#8221; he told me.</p>
<p style="text-align: left;"><strong>DAVE TOSCHI </strong>is now with North Star Security Services as a vice-president and member of the board. Retired detective lieutenant Mike Ciravolo, a chief investigator on New York&#8217;s Zodiac case, now runs a private investigation company in suburban New York City. It was not signed.&#8221; Donna&#8217;s car was later found parked near her new apartment.<br />
     An unidentified male caller rang Donna&#8217;s landlord and employer and said that she would not be returning because of illness in the family. &#8220;They had received a phone call that she had an emergency at home,&#8221; said Jo Anne, &#8220;and when her boss called home to her mom, she said, &#8220;There&#8217;s no illness in the family. That call is a lie.&#8217; That&#8217;s when we knew. And we went there that night.&#8221; The family flew out from Sioux Falls, South Dakota. &#8220;We went to San Francisco and Jo Anne met us at the airport and drove us to Tahoe,&#8221; said Mary. &#8220;And she had been up there to see Donna. I had been on vacation with Mom and my four little kids and we were there just two weeks before Labor Day. Then Jo Anne went up there to see her for Labor Day, and so we went up Sunday night. We couldn&#8217;t get a word out of anyone at the casino-where even put it out as a missing person until forty-eight hours had passed. The police had been in the apartment and searched it. We went back up on the third of October and came back on Monday the fifth. There was someone Jo Anne and Donna were dating from Sacramento. There was a phone call South Lake police had received from Sacramento, but he never called back.&#8221; Jo Anne said, &#8220;Her sister had a private detective pursuing the investigation for years, but they never found her- ever! It was very strange.&#8221;<br />
     &#8220;What was really strange,&#8221; Lynch told me, &#8220;is some guy came up to Vallejo P.D. one night and he was drunk. He said he had been trying to report Donna Lass&#8217;s disappearance to SFPD, but the guy was heavy drinker and when he had gone  there they&#8217;d thrown him out. He knew there had been a previous murder in Vallejo by the Zodiac so he came up here to report. I talked to him for a long time, but I can think of that guy&#8217;s name. Or the name of the musician he thought was involved,but that orchestra was in Tahoe at the time this girl disappeared.They never found her did they? No.&#8221;<br />
     There was a tenuous Tahoe connection with Leigh Allen. A friend of Leigh&#8217;s had bought a hotel there, and Leigh might have been visiting him the night Lass vanished. And I found a connection to the 1963 murders of Robert Domingos and Linda Edward.</p>

Outside of his admission that he had been in Riverside, police had ferreted out no concrete evidence of his presence in Southern California where Zodiac claimed to have killed others. &#8220;Leigh&#8217;s Family had told us something about Leigh being around the Riverside area in the middle or late sixties,&#8221; said Toschi. &#8220;I was surprised that [Vallejo Lieutenant Jim] husted said, &#8216;Forget about Riverside because we can&#8217;t place Leigh Allen in the area.&#8217; Of course, yes, he was there. Allen&#8217;s own family had told us that he had spent time in the Riverside area and was familiar with Southern California, but they weren&#8217;t too sure exactly what he was doing because he was on his own a lot.&#8221;<br />
     &#8220;Leigh stayed with families down south before and after Atascadero,&#8221; I told Toschi. He worked in the area, often drove to Riverside on weekends for car racers, and later he flew a plane there. On Monday, Mulanax confirmed Allen was at Riverside City College in 1966 when the murder occured.&#8221;<br />
     Toschi sighed. &#8220;We were the first one to apprise Mulanax of Leigh, very, very briefly, when the family first came to us,&#8221; he said. &#8220;They had already scanned Leigh very briefly. Mulanax&#8217;s eyes really popped. He actually thought we had him. To this day we still may. Mulanax liked Allen very, very much. Jack was so high on Allen in those days we were working with him. He said he had never come across a better-looking suspect. That&#8217;s the way I felt also. We left Allen&#8217;s file in our metal file cabinet, two manilla four-inch envelopes of material on Allen, and we just put it away with much regret. We just didn&#8217;t know where to go. Jack says he has an inch-and-a-half file at his house. Could it be he has information that never got into the file at Vallejo? It&#8217;s a bit frustrating to realize that we had put his folder back in our files.&#8221; Allen&#8217;s indelible presence tracked all over the south-in Pomona, Hemet, Torrance, San Bernardino, Paso Robles, Riverside, and San Luis Obispo. Police had no substantial evidence that he was left-handed.</p>

<p>LEIGH  had spent  a total of 150  days in the Sonoma County Jail. Between there and Atascadero he had been behind bars for two years, four-months , and twenty-five days. During all that time not one offense attributable to Zodiac had been committed. The attacks in  Santa Rosa had ceased;  no new bodies were discarded below Franz Valley Road; no genuine letters from Zodiac had been received. Even as late as this nine hundredth day of Leigh&#8217;s captivity,  a note-a sentence-a single word post-marked from outside  Atascadero would have removed Allen from the suspect list. But Zodiac&#8217;s letter had been received  three full years before July 8, 1974.</p>
<p>In the afternoon, a Sonoma Country  Sheriff&#8217;s  Department deputy ushered Leigh downstairs. Their heels echoed in the long impersonal hallways. The deputy  arranged white plastic numerals, #4-7-9-3-2, below Leigh&#8217;s face for an I.D. mug shot. He was garbed in prison clothes, his mustache and goatee now showing  gray. His expression was scowling, through the next day he was to be a free man. A friend of mine saw a different expression in the same photo. &#8220;I think he looks sad,&#8221; she said.</p>

<p>Did she know the man, or had he forced  her to accompany him?</p>
<p>The unlit gravel road to the parking lot was long, dark, and silent. The pair walked approximately two hundred feet away  and paused in a dirt driveway midway between two vacant frame houses at 3680  and 3692 Terracina. </p>
<p>Their conversation was later detailed in a type&#8221;confession letter&#8221; sent to the police. &#8220;It&#8217;s about time he said &#8220;About time for what?&#8221;  she asked. &#8220;It&#8217;s about time for you to die.&#8221;  A knife was in his hand. </p>
<p>Between 10:15 and 10:45 P.M a female neighbor heard an &#8220;awful scream.&#8221; At 10:30  another heard &#8220;two screams.&#8221; After a couple of minutes of silence, an old car started up. In that time the killer, trailing drops of blood, had gone back to search for something he had dropped.  </p>

<p>A groundskeeper discovered Cheri Jo at 6:28 A.M From the two-forty stab wounds, estimates were the knife blade was approximately three and one-half inches long and one and one-half inch wide. </p>
<p>The motive was mystifying-she was clothed and had not been sexually attacked or robbed. During a ferocious, earth-churning battle, Bates had scratched her killer&#8217;s face and ripped a pain-spattered Timex watch from his wrist. The black band, broken away from one side of the watch face, measured seven inches in circumference. The Timex had been purchased at a military base exchange. The B.F Goodrich heel prints found near Bate&#8217;s body indicated a size 8-to-10 Wing Walker-like shoe manufactured for the military by Leavenworth prisoners and sold by military exchanges. Just outside Riverside city limits lay March Air Force Base, a SAC base. A number of greasy finger and palm prints were discovered on the left door of the victim&#8217;s car.</p>
<p>Four workmen had been seen across the street from where Bate&#8217;s car was parked on Terracina. The prints were sent to Washington and the Timex to Cl&#038;I.</p>

			<content:encoded><![CDATA[<p>Rayfield and I had been discussing the possibility that the diving athlete Arthur Leigh Allen is the Zodiac that the police are looking for. The body-built, police sketches, the body language and witness description seemed to match. </p>
<p>When Rayfield presented to me a photo of Zodiac, it reminded me of Arthur Leigh as he walk out of the pool. I may not be fully certain but his body language is prominently similar to the suspect. </p>
<p>The police description of Zodiac draws him to be around 200 pounds or more. He has a big built and his movement ungainly. “I couldn’t understand why police are not aggressive on their investigation. They don’t seem to take interest in what you know”, I said.</p>
<p>“A good point you’ve raised. With disinterested manner by which they take my word, I am beginning to believe that I may have misidentified the man I saw as Zodiac”, he replied. </p>
<p>“About the sketches, I find it odd that the person I saw is bald while the artist sketch paints him with black neatly trimmed hair”, he said.<br />
“What did you see?” I asked.</p>
<p>“I don’t remember him having a full hair. The photo on the driver’s license you’ve sent would have placed him to be about 36 years old. So he couldn’t be bald, could he?”</p>
<p>Rayfield said that Lorna’s description of the man matched his. The man they both described wore the same clothes.  The only difference was that his man was bald. It must have been that Lorna’s man was wearing a wig.</p>
<p>“It’s really surprising that the police never caught Zodiac. With all those leads, how could they not have been able to solve it? </p>
<p>Zodiac had once written, “I shall not tell you what my disguise is when I kill.” Apparently his disguise is simple ― hairpieces.</p>

<p>ON a nice August afternoon about 3:00 P.M., George Bawart was working in his garage, the smell of new lumber and sawdust sweet in his lungs. A street cop phoned him at home and Bawart hustled to the phone. It had a special attachment for his hearing disability and made voices extra loud. &#8220;The cop was kind of a joker,&#8221; Bawart recalled.</p>
<p>&#8220;Are you still investigating Arthur Leigh Allen as the Zodiac?&#8221; he asked.</p>
<p>&#8220;Yeah,&#8221; Bawart said. &#8220;Arthur Allen.&#8221;</p>
<p>&#8220;Well, I&#8217;m in his house and he&#8217;s laying on the floor.&#8221;</p>
<p>&#8220;What&#8217;s he doing laying on the floor?&#8221;</p>
<p>&#8220;Well, he&#8217;s dead and he&#8217;s laying here with a great big pump on his forehead.&#8221;</p>
<p>George listened carefully to the rest.</p>
<p>He put the phone down. The room seemed to swim. they had waited too long. He steadied himself. Had someone, perhaps Zodiac&#8217;s partner or someone after revenge, gotten Zodiac before they could?</p>

			<content:encoded><![CDATA[<p>Bawart arrange for Cheney to be polygraphed back in Washington State. &#8220;Bawart gave me a polygraph in his presence,&#8221; Cheney told me. &#8220;It was so short I couldn&#8217;t believe it. A month later, I went and took another one in the same police station in Kennewick, South Central Washington, one of the tri-cities here where I live, but without Bawart being present. I gathered that in the first they didn&#8217;t have the right test questions. They flew a technician from Seattle over here to run the polygraph. It was a little on the dull side except for feeling some stress. They hooked me up so they could measure my respiration and blood pressure. It seemed to me there might be four to five responses- the number of needles on the paper.</p>
<p>&#8220;They asked questions that required yes-or-no answers. He told me to just answer in a calm and monotone way, no emotion. In the second test,- I&#8217;ll tell you why they gave me two test. In the second test, when we had gone through all the questions- they start off with &#8216;What&#8217;s your name,&#8217; then they ask the questions about the case. Then when I thought he was finished with that, he kept asking me more questions. It didn&#8217;t seem to matter what the answers were, but the questions were mainly rephrasing of things I didn&#8217;t intend to say. All the needles made a jump, flopped around. Then he was satisfied. That was that he wanted. I guess that they were looking for something that would gauge. &#8220;It turned out, as Bawart told me later, &#8220;Cheney was telling the truth.&#8221;</p>
<p>The biggest obstacle still was that Allen&#8217;s handprinting did not match the Zodiac&#8217;s. &#8220;The experts explained that the only explanation for this would be if ALLEN would have been able to develop a &#8216;false handwriting. The FBI noted: &#8220;Vallejo has requested no further assistance on this case, and it is therefore <em>recommended that this case be close at this time&#8221;</em></p>
<p><strong>AT BAWART&#8217;S WORKPLACE,</strong> a cabinet shop, he was mulling over a possibility that had intrigued him for years- one that might explain everything. There might be two Zodiacs working as master and slave. That theory had been one of the reasons George had tracked down Allen&#8217;s friend Robert Emmett. &#8220;I conjectured that there might be two Zodiacs, partners working together.&#8221; he told</p>
