“We continued to get tips on Satan worshippers and astrology freaks throughout the investigation,” Tocshi said. Zodiac’s arcane symbols drew wild theories, even threats against those involved in the occult. Satanist Anton Szandor La Vey, master of the Church of Satan, publisher of The Cloven Hoof and The Satanic Bible, received a death threat from someone who thought he might be Zodiac. Because of the astrology angle, witchcraft symbols, and satanic black robes (the “Code Killer’s” grisly executioner’s costume had obvious ties to the Black Mass), La Vey himself had once been a suspect. Immediately, he sent the letter over to Avery at the Chronicle.

“Dear Satan. . . Now women lay in the streets in your Devil control. But of course all things come to ends. . .forces are working against you. My fight against you has been going on for many generations with little success. This really bothers me, Satan, to no end! You can choose your choice of weapons, but I prefer knives. . . I wish more than anything to have your blood on my sword.”

“He prefers knives,” thought the journalist. He rang fellow reporter Dae Peterson for his opinion on the threat. “And knives are used in rituals,” Peterson told Avery, “which brings me to black magician Aleister Crowley’s ceremonial hooded robe. Crowley’s robe, used in arcane rituals, was emblazoned with the Rose and Cross of the Secret Order of the Golden Dawn–a crossed circle.” If Zodiac was part of a satanic cult sacrificing victims in accordance with the phases of the moon and religious holidays, that might explain everything. Chemistry formulas and symbols danced through Zodiac’s letters. That the bombs he diagrammed were chemical bombs had not been lost on Tocshi. Leigh Allen was an East Bay chemist. The previous April, the entire region had been jolted when a chemical plant there exploded. Physicist John Dalton’s icons for types of elements and their atomic weights resembled Zodiac code symbols–hydrogen: a circle with a dot at its center and sulfur: a crossed circle–the killer’s personal signet. The aroma of sulfur and brimdtone persistently clung to Zodiac. One could almost hear the clatter of cloveb hooves.

At the stroke of midnight the Devil made his appearance in the Zodiac case. A San Francisco man, attending a nude rock dance of the Venus Psychedelic Church on Third Avenue, arrived dressed as Satan. As he approached a group of four nude men, one was leading a discussion about Zodiac. “Zodiac must be some sort of devil or fiend,” interjected the costumed devil. The man discoursing about “Mr. Zodiac” wheeled suddenly and pointed a finger to him. “YOU ARE THE ZODIAC!” he shouted. The red devil smiled, blushed beneath the red dye staining his face, and replied, “I am Satan incarnate” He moved on. However,the man followed and drew Satan aside. “I am the Zodiac, you fool,” he hissed, “and I made a point of outfoxing the police and newspapers. I have killed many more then have ever been identified as Zodiac killings.”

“Is this because Zodiac has already killed twelve of the astrological Zodiac signs?” said Satan uneasily.

“I have killed more than thirty-seven,” said the burly good-looking stranger. He now seemed, the devil recalled, “cool, calm, collected.. . .an OK, normal, 100 percent All-American Guy, sound as he could be.” “Most of my victims are unknown,” he continued , “and never even linked to Zodiac. It’s just a game like Monopoly, chess or checkers or bridge. I enjoy killing people as a game between myself and the police. Killing to me means no ore then flicking ashes.” The man rushes away with a pale, thin-lipped woman. The reveler never saw either again. Oddly enough, a future letter from Zodiac on January 30, 1974 (the last time he gave a specific figure) claimed almost the same number of victims–thirty-seven.

It would have been impossible to carry out our assigned duties were it not for his assistance.” Leigh Allen put his experience as a Union Oil chemist to use. His new job with Union Richfield in the East Bay allowed him time to settle down evenings in front of his trailer. He was a likable man when he chose to be (his staunch and unshakeable Fresno Street defenders, the children who thought he was a cowboy star, his drinking buddies, all were proof of that). These days, though, he carried a grim set to his mouth. He still had not forgiven the ransacking of his trailer or the oil refinery visit that got him fired. He stood in an arid patch of gravel, drinking a Coors, leaning back against the still-hot metal of his trailer, and watching autos rushing by on Santa Rosa Avenue. Droning like insects, the cars spun away, turning the bend toward remote Franz Valley Road. Crickets chirped. A warm westerly shrouded the court. He faced west, rocking on his heels, and peered beyond two pink flamingos listing drunkenly in the gravel. Between their metals legs echoed the tumultuous roar of traffic on 101, which ran parallel to Santa Rosa Avenue.

Leigh shuffled inside, where he had unlimited time to brood and to hate the SFPD. When he wasn’t working, driving, diving, or hunting, he sought diversions. Each year he attended the Scottish Games with his mother. But he missed the family dinners. “My mother longed for a happy family life,” said a friend of Leigh’s. “I think she enjoyed going to Leigh Allen’s house because it appeared to be such a ‘nice family.’ Everyone had nice table manners, and I think Leigh’s mother decorated the house very well–that type of thing. It only goes to show you can’t go by what’s on the surface.” Leigh continued to attend Sonoma State College, majoring in biological sciences and working toward a master’s in mammalogy/biology. He had minored in chemistry, and had already earned a degree in botany and elementary education on the G.I. Bill in 1971. Learning came to him. Life did not.

JUST around that bend from Allen’s trailer and down the country road, 2.2 miles north of Porter Creek on Franz Vallejo Road and down a familiar wooden slope, bodies continued to be found. Caroline Davis was discovered in the exact spot as Sterling and Weber. It could not be determined if Davis had been sexually molested. Zodiac had threatened to experiment with different ways to kill people, and it appeared he or someone else was doing just that.

Her body exhibited signs of tetanus, such as rigid muscles, indicating strychnine poisoning. Death from strychnine is similar to that from lockjaw, but more rapid–about fifteen minutes. Because of the irritating action of the poison on the spinal cord, muscular twitchings lead to generalized convulsions that become so intense the spine arches. The body’s entire weight is borne on the heels and back. Finally, the skin darkens to gray-blue and respiration ceases. Sergeant Brown wasn’t so sure Davis had been poisoned. “It’s kinda like when we get lab results on our autopsies of a guy who has a lethal dose of amphetamines in him,” he said much later. “If the guy is a chronic crank user a lethal dose to him and me are going to be totally different. As for strychnine poisoning, the state lab told me there’s a hallucinogenic mushroom that creates strychnine or a derivative of strychnine when it’s in your body. Basically, it’s like when a junkies uses heroin it becomes morphine in his body. It doesn’t necessarily mean this girl was poisoned; it means that she had probably taken these mushrooms. It doesn’t mean that poison killed her, but it might have been a contributing factor. She also had a good ligature mark on her neck.”

He put the phone down. The room seemed to swim. they had waited too long. He steadied himself. Had someone, perhaps Zodiac’s partner or someone after revenge, gotten Zodiac before they could?

Bawart arrange for Cheney to be polygraphed back in Washington State. “Bawart gave me a polygraph in his presence,” Cheney told me. “It was so short I couldn’t believe it. A month later, I went and took another one in the same police station in Kennewick, South Central Washington, one of the tri-cities here where I live, but without Bawart being present. I gathered that in the first they didn’t have the right test questions. They flew a technician from Seattle over here to run the polygraph. It was a little on the dull side except for feeling some stress. They hooked me up so they could measure my respiration and blood pressure. It seemed to me there might be four to five responses- the number of needles on the paper.

“They asked questions that required yes-or-no answers. He told me to just answer in a calm and monotone way, no emotion. In the second test,- I’ll tell you why they gave me two test. In the second test, when we had gone through all the questions- they start off with ‘What’s your name,’ then they ask the questions about the case. Then when I thought he was finished with that, he kept asking me more questions. It didn’t seem to matter what the answers were, but the questions were mainly rephrasing of things I didn’t intend to say. All the needles made a jump, flopped around. Then he was satisfied. That was that he wanted. I guess that they were looking for something that would gauge. “It turned out, as Bawart told me later, “Cheney was telling the truth.”

The biggest obstacle still was that Allen’s handprinting did not match the Zodiac’s. “The experts explained that the only explanation for this would be if ALLEN would have been able to develop a ‘false handwriting. The FBI noted: “Vallejo has requested no further assistance on this case, and it is therefore recommended that this case be close at this time”

AT BAWART’S WORKPLACE, a cabinet shop, he was mulling over a possibility that had intrigued him for years- one that might explain everything. There might be two Zodiacs working as master and slave. Interviews to be Conducted

Conway had advices the bureau that there “were two additional interviews to be conducted with people who had known the suspect for a long time. . .with a man who had known Allen at the killings [Cheney].” Once these interviews were conducted, Conway indicated, he and Bawart “will present a full review of the case to the Sonoma Country District Attorney’s Office for an opinion regarding possible prosecution for ALLEN. If the D.A. refuses to fill charges against ALLEN, Vallejo Police Department will close its investigation on the ‘ZODIAC’ case.”

Bawart located Cheney. “When George Bawart tracked me down,” Cheney told me, “he contacted me by telephone, I talked to him. Then they had me come down to be interviewed by them in Vallejo. They flew me down to Sacramento, and George met me at the airport and drove me to Vallejo. We spent a couple of hours together with Roy Conway. What I had told Armstrong (and the other detectives) I told them. They recorded everything I said, and they pumped me for everything I could give them.

“Allen loved to outsmart the other guy, I told them. In a 1967 conversation Leigh asked me how to alter his appearances. We discussed theatrical makeup and what you could accomplish with it. I wasn’t curious why he ask me this. It wasn’t unusual to talk about something like makeup.” By the time Allen became a known suspect, he had already altered his appearance to an astonishing degree by buying his authentic physique in fat.

“With Leigh,” said Cheney, “you just get into conversations about ‘What if this’ and ‘What if that.’ It was just more of knowledge for knowledge’s sake. Leigh was always interested in all kinds of things. And I was too. Leigh enjoyed misleading people. He like to trick people or influence them into things that they otherwise wouldn’t do.”

“In January 1969 Allen had a conversation with Donald Cheney, a friend of his,” wrote Bawart in his report. “He guised this conversation as though he were going to write a novel. Allen indicated to Cheney that he would call himself Zodiac and use the Zodiac watch symbol as his symbol. That he would kill people in lovers’ lane by using a weapon with a flashlight attached to it for sighting at night , that he would write letters to the police to confuse and taunt them and sign as the Zodiac. Allen stated he would get women to stop on the freeway indicating they had some problems with the tires, he would loosen their lug nuts so their tire would later fall off and he could take them captive.”

AN FBI special agent met with Conway while Bawart was following up leads. On Monday morning Conway advised the agent they were reinitiating the Zodiac serial murder investigation. “This was because of information concerning a possible suspect–Arthur Leigh Allen,” the S.A. wrote of the meeting

“Conway and Bawart were interested in designing an interview strategy for ALLEN should it become necessary to confront him,” said the submitted FBI report [252B-SF-9947]. He started he “met on two separate occasions with Conway and Bawart. . . These two meetings lasted a total of approximately ten hours. These investigators were interested in an interview strategy for a possible suspect ARTHUR LEIGH ALLEN. AS Bawart and Conway prepared “Report, Case #243145,” they discovered more circumstances that indicated Arthur Leigh Allen was in fact the Zodiac killer. “They got a lot of stuff that Mulanax did, then went and talked to some of the same people,” I was told. “A lot of what the informants were telling Conway and Bawart in the early nineties they didn’t tell Mulanax. Maybe they were afraid back then to come forward, but now in 1992 they’re not so afraid anymore. They just wanted to nail Zodiac.”

work program Millennium filmed an episode in which the hero (Frank Black) approaches Zodiac’s trailer through the brush in Santa Rosa. The climax occurs in a theater like the Avenue. In the darkened movie house Black comes upon Zodiac–gun pointed, one foot advanced, the square-cornered black hood with the crossed circle in stark contrast–the drawing of him in costume come to life. The figure, through, is a dummy that allows Zodiac to escape as effectively as the actual Zodiac had.

WEDNESDAY, MARCH 4, 1992

DETECTIVES had not yet given up on Leigh. Weary manhunters, realizing they were up against a wily and clever opponent, thought they had overlooked some clue. Painstakingly, they scrutinized items seized from the suspect’s house, sought out the FBI for strategy. The bureau’s thousand-page Zodiac file mentioned only Arthur Leigh Allen in detail, his dossier accounting for ten percent of the file. Agents studied periodicals recovered from Leigh’s basements, especially an article on Dave Eastman, the “Bird Man of Eaton,” that had seized the suspect’s interest. The FBI ferreted out a second article on Eastman in The Irregular, a New Hampshire free periodical dated April 19, 1989. Of what import to Leigh Allen was Eastman, a former helicopter pilot and birdhouse builder? Leigh was a flyer (that association alone might have sparked his interest), but it made more sense if he had hidden something in a wilderness birdhouse. They noted that Eastman wore glasses like those in the Zodiac wanted circular. Detectives fine-combed their bounty again. Perhaps they already had that clue, but did it lie there unrecognized on a table heaped with other recovered articles?

“As an experienced homicide investigator,” retired Detective Baker remarked, “I recognize that, for purposes of search warrants and for determining that validity of suspects’ admissions/confessions, the existence of such items would not be made public. However, unless the mention of specific items was somehow redacted/deleted from the publicized versions of the warrants to search Allen’s residence, this may not be the case (items not named with any specificity in the warrant may not be seized). This would lead me to believe that any souvenirs he may have collected may be more esoteric or abstract than would otherwise
